ASME CODE RELIEF FROM FLUID FLOW MEASUREMENT EXPERIENCE REQUIREMENT FOR RELIEF VALVE TEST SUPERVISORS REFERENCE TAC NOS. 75352 (UNIT 1) AND 75353 (UNIT 2)

We have completed our review of your request, dated October 26, 1989, which was submitted in accordance with 10 CFR 50.55a(a)W) for partial relief from the qualification requirements for the safety valve and relief valve test supervisor. These requirements are contained in ASME PTC 25.3-1976, which are required under Article IWV-3512 of Section XI of the 1983 Edition of the ASME Code.

TheNRCstaffhasdetermined,inaccordancewith10CFR50.55a(a)(3)(ii),thatthe requirement for at least two years practical experience in fluid flow measure-ment is a hardship with no compensating increase in the level of quality or safety for the purpose of determining setpoints for safety valves and relief valves under IWV-3512. Consequently, this request for relief complies with the requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter 1.

Accordingly, this relief, from the requirement for two years practical experience in fluid flow measurement for qualification as a relief valve and safety valve test supervisor i

We have completed our review of our request, dated November 13, 1989, for i

partial relief from the qualific tion requirements for the safety valve and relief valve test supervisor, co tained in ASME PTC 25.3-1976, which are required under Article IWV-3512 o Section XI of the 1983 Edition of the ASME Code.

The NRC staff has determined that tie requirement for at least two years practical experience in fluid flow asurement is impractical for the purpose of determining set points for safety valves and relief valves under IWV-3512.

Furthermore, the staff has determined that the granting of this relief is authorized by law and will not endange life, property or the common defense and security and is otherwise in the p lic interest, giving due consideration to the burden upon the licensee that co result if the requirement was imposed upon the facility.

Consequently, this r uest for relief complies with the requirements of the Atomic Energy Act of 54, as amended (the Act), and the Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter 1.

Accordingly, this relief, from the requirement for two years pr tical experience in fluid flow measurement for qualification as a relief alve and safety valve test supervisor for set point determinations conducte under IWV-3512 of Section XI of the 1983 Edition of the ASME Code, is hereby g) nted.
