344.7 11_ ULTIMATE HEAT $1NK LIMITING CONDITION FOR OPERATION 3.7.11 The ultimate heat sink shall be OPERABLE with an average water temp:rsture of less than er equal to 75'F at the Unit 2 intake structure.

AEPLICABILITY: MODES 1, 2, 3, AND 4 ACTION:

With the requirements of the above saecification not satisfied, be in at least HOT STANDBY within 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> and in CO,0 SHUTDOWN within the following 30 hours3.472222e-4 days <br />0.00833 hours <br />4.960317e-5 weeks <br />1.1415e-5 months <br />.

SURVEILLANCE REQUIREMENTS _

4.7.11 The ultimate heat sink shall be deteraiined OPERABLE:

a. At least once per 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> by verifying the average water temperature at the Unit 2 intake structure to be within limits,
b. At least once per 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> by verifying the average water temperature at the Unit 2 intake structure to be within limits when the average water temperature exceeds 70'f.

PLANT SYSTEMS BASES suppression systeni consists of the water system, spray and/or sprinklers and fire hose stations. The collective c6pability of the fire suppression systems is adequate to minimize potential damage to ssfety related eouipment and is a major element in the facility fire protection program.

In the event that portions of the fire suppression systems are  !

inoperable, alternate backup fire fighting equipment is required to be made t available in the affected areas until the inoperable equipment is restored to service, in the event the fire suppression water system becomes inoperable, i immediate corrective measures must be taken since this system provides the major fire suppression capability of the plant. The requirement for a '

twenty four hour report to the Commission provides for prompt evaluation of the acceptability nf the corrective meastres to provide adequate fire  ;

suppression capability for the continued protection of the nuclear plant.  :

3.4.7.10 PENETRATION FIRE BARRIERS

(

The functional integrity of the penetration fire barriers ensures that  :

fires will be confined or adequately retarded from spreading to adjacent portions of the facility. This design feature minimizes the possibility of a single fire rapidly involving several areas of the facility prior to detection and extinguishment. The penetration fire barriers are a passive element in the facility fire protection program and are subject to periodic inspections.

During period of time when a barrier is not functional, alternate measures are taken to prevent the possible spread of fire. These measures include verifying the operability of fire detection or suppression systems on holti sides (f the affected barrier and establishing a fire watch patrol, or posting a continuous fire watch in the vicinity of the affected barrier, or installation of a temporary fire stop pe'iding restoration of the permanent seal.

3/4.7.11 ULTIMATE HEAT SINK The limitations on the ultimate heat sink temperature ensure that sufficient cooling capacity is available to either,

1) provide normal cooldown of the facility, or 2) to mitigate the effects of accident conditions within acceptable limits.

The limitations on maximum temperature are bated on a 30 day cooling water supply to safety related equipment without exceeding their design basis temperature.
