The. purpose of this letter is to formalize requests made in a conversation between Mr. G. Edwards of your staff and Mr. Donald Florek of my staff on March
-19, 1990, regarding a planned inspection of the Limerick Generating Station i
Transient Response Implementing Plan (TRIP) Procedures during the week of May
,21, 1990.
It is'our understanding that the TRIP procedures are considered to be your facility emergency operating procedures.
l The objective of the inspection is to establish the answers to three general questions:'-(1) Are the TRIP procedures technically correct? (2) Can the TRIP procedures oe physically carried-out in the plant during an emergency? and (3) Can the pla'it staff correctly perform the TRIP ~ procedures? The inspection L
will. be conducted using the guidelines of NUREG 1358, " Lessons Learned from the Specia1' Inspection Program for Emergency Operating Procedures" issued April 1989 which: includes Appendix A, the temporary inspection instruction 2515/92
.for such inspect 4ons.
Enclosure (1) is a list of the reference material that is requested to be provided to the NRC by April 30, 1990.
Enclosure (2) is a tentative schedule for the inspection period, including the required facility support.

- Begin interviews with licensed operators and facility personnel involved with TRIP development and use
- Perform control room / plant walkdowns of facility procedures with i'
