APPENDIX A NOTICE OF VIOLATION Philadelphia Electric Company Docket No.
50-277 Peach Bottom Atomic Power Station License No. DRP-44 Unit No. 2 The inspection conducted on January 1 through February 20, 1990, identified the following violation, characterized according to the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (Enforcement Policy):
Unit 2 Technical Specification (TS) 4.5.E.2 requires that when one valve of l
the automatic depressurization system (ADS) is inoperable, the ADS subsystem 3

Contrary to the above, on February 7,1990, f ailure of Surveillance Test ST 1.8, " Automatic Depressurization System (ADS) 'A' Logic System Functional,"
l Revision 23, demonstrated that ADS valve "K" was inoperable.
The licensee did not perform the testing required by TS 4.5.E.2 until February 12, 1990, due to misinterpretation of the test results.
This is a Severity Level IV Violation (Supplement I).

required to submit to this office within thirty days of the date of the letter i
that transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps taken and the results; (2) corrective l
steps that will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
