4 This is to acknowledge the receipt of your letter dated September 19, 1989,'

i submitting revisions to your Emergency Plans.

'According to-10 CFR 50.54(q), changes to your Emergency Plans may be made-without Commission approval only if the changes do not decrease the-effectiveness of the plans, and the plans as changed, continue to meet the standards of.550.47(b) and 10 CFR 50, Appendix E.

According to your letter,

-been-implemented in the emergency preparedness program at Cooper Nuclear Station. However, should we reach a conclusion that these changes do, in fact, decrease the effectiveness of your emergency plans, you will be required to implement-the: plan that was in. place prior to the proposed revisions.

We are'in the process of review of-your changes which involve revisions to your Emergency Action; Level (EAL) Initiating Events. We have identified in the l

' attachment to this letter nine instances whereby your. revised initiating-events-

-appear to have either:

1) altered ~in a nonconservative direction your previous:

. initiating events, or 2) deleted some initiating event specified in the prior p

revision and NUREG-0654. Without further information, it is not-evident why l.
