I would like to make a suggestion about 7

things that were happening, and there's been some good 8

points brought out.

9 I would suggest that we can, with Bob, prepare a l

10 budget, with a schedule based on the comments that were made l

L 11 tonight concerning the minimum of expenditures; but

12 withholding back on site selection, geological studies and 13 so forth, and then present this to the seven towns.

14 I would suggest that we arrange a meeting with the 15-representatives from the seven towns; and then we get 16 together, discuss this budget and your schedules with you, 17 what's just been provided tonight.

And then we go from 18 there because Hampton is one of the largest contributors of 19 the funding.

20 Therefore, we're directly concerned.

We have to 21 do something with our solid waste.

We probably have about

'22 five years on our land fill.

It's critical that we keep 23 this thing going.

But I'm a believer in putting a hole, as 24 Henry says, for six months to a year; so let's -- you people 25 prepare a budget, schedule, and then we in the seven towns

What I want to try to do is -- I want to 6

try to formalize it.

I want to move with no further 7

expenditures to be made on land fill exploration, resource 8

recovery exploration, and what was your last concern you 9

had there-about -- the third item?

We haven't had much of an opportunity to l

I was thinking about what we've been l

1 hearing.

One'of the things the seven towns did do when they 2

voted on the one article with respect to the budget and on 3

the district agreement; they adopted the budget -- the board 4

adopted l'ast fall.

5' That budget, under its provisions, the way we're 6

going, reduces pro rata as the number of towns (Inaudible]

7 goes down.

So it appears to me, at least from a practical 8

side, we're getting into areas where it's going to be 9

difficult to deal with guidance of another kind involved, 10 that in that context, it is more appropriate to spend in the 11 budget categories which were approved by the full board and 12 reduced by~the people who have dropped out -- the towns who 13 have dropped out.

14 In addition, it seems that since one of the main 15 concerns of the board and the district has is its 16 organization.

If that's still a problem, [ Inaudible).

Then 17 the next point we got, if you just want to rate it, you have 18 a set of by-laws that requires a two-thirds vote on the 19 monetary.

Here we are talking about a monetary.

20 VOICE:

Question.

Is that a two-thirds vote on 21 any monetary matters, or is that a two-thirds vote on 22 expending money, 23 VOICE:

Well, I think that's a difficult question.

24 We went over this once before at another meeting.

I think, 25 if anything, the budget falls within the provisions.

don't know how you can get the budget out of those

.2 provisions, even though they vary broadly worded one way or-3 another as well as the other.

So whether that means 4

at this stage that two-thirds of the seven towns that voted-5 in the affirmative or whether its (Inaudible) through the 6

board; I'm not prepared to answer.

But I do think we can 7

spend within the budgetary categories as we do with the five 8

towns that voted in the district; because tne towns have 9

authorized it.

5 said earlier, I would like to see a budget prepared._ As.I 6

said before, you people read the comments, and so forth.

Prepare a bare-bones budget from here on in.

Delay some of 7

these things and approach it from that point view, rather 8

than absolutely delusioning these things that George wants 9

10 to do.

The approach that you heard presented about half an hour ago now that Craig and Bob did, 13 14 is based on the --

without firm numbers -- but a flexible 15

. budget based on~the 214,000 some-odd hundred dollars from 16 the budget.

The verbal expression on what would take place is 17 18 based on spending what is voted-in right now; it's $214,000.

The approach that you heard Craig and Bob discuss about half 19 20 an hour ago an approach based on having a budget of 21.

That's all we know we have today.

That, basically -- we didn't want to present a budget tonight 22 because we wanted a lot of input before we finally did that.

Don't 16 we normally need engineering studies that actually 17 (Inaudible) quantities we're talking about.

I think what we 19 ought to do (Inaudible) George.

We certainly ought to make 20 available to towns that are still outstanding any consulting l

21 that we need to do (Inaudible); any further studies to help 22 make up (Inaudible).

financially.

I know, or at least I've been given to 6

understand, that there's been some overruns in this past 7

year.

We need to know how much that overrun is.

factually, the cold plain dollars and know what's 9

outstanding.

10 We also need to know as a part of that the money 11 that not has been forthcoming from Glasgow for one; Newton 12 for another.

Just get rid of all of that.

Write it out, or 13 at least put it so everybody can read it.

If there's an 14 open cash receivable that we do not expect to get; if that's 15 true.

Because we need to know exactly how much of that 16

$213,000 has already been spent.

And I'm not sure and I 17 don't think you are either at this point.

Controller, I'd like to answer it.

Number 19 one, there were four towns at the-end of the year that we i-20 didn't 21 know -- what was expected of and we didn't know were coming.

22 I can answer half of that tonight.

Newton passed the money l

23 and the check is on its way to Bob here already; it will be 24 coming this week.

And Hampton passed the money and that 25 check will be appropriated after the first of April.

Going into town meetings, our town, 10 especially, and I think, Freemont; if your name didn't 11 appear on 11 sitos, it's very easy to vote to join the 12 district and to have it narrowed to six, which is good.

We didn't have that 15 information.

How aro we going to be able to at least have 16 that information for May?

We can answer that planning board-wise, 23 not engineering-wise.

The district -- I'm sorry -- the 24 planning board had taken several votes starting last August, 25 I believe the first one was, that we would not announce the

sites, the actual land, until we got the approval.

this board changes its mind -- that's what stands right now.

3 When we get down to three, we'll announce.

The 4

board can change its mind anytime, but that's what exists on 5

the table right now.

But from an engineering point of view, 6

We'll tell you, if you want us to bring it 8

down to six very quickly, in all probability you are going 9

to exacerbate your problems (Inaudible) three months 10 (Inaudible), one of the 11 (Inaudible).

You still 14 have to go for the distill when this is over, your side.

23 Under the old plan, or under the new plan you're talking 24 about tonight, wasn't going to start any earlier than 25 roughly, July, August; okay, this summer.

it wasn't going to force anything tonight.

2 So we're finding a site, probably a back-up site, l

3 in a regular scenario, to start that intensive work on.

Okay, there's no guarantee that the site we find even is 4

5 going to pass our own test, never mind the local planning 6

board, state, review and everything else.

process.

It has continued.

We haven't stopped it.

And as l

8 Bob said, it's not going to take up much to get down there.

9 It may not solve the political problem, though.

I'm not sure what it does.

Result as 11 earlier tonight, if there were fewer communities to go in, 12 that maybe what you want to do is expand the list of sites, 13 to include all the sites you might have overlooked, in 14 looking for a larger sites.

So, at this point bringing it 15 from 11 to 6, it doesn't take much work, but I'm not sure 16 what i,t d o e rs.

I think that the point that was made about 9

selecting a site at this point, spending more money to 10 reduce the number of sites from eleven down to six is 11 invalid because we don't know the size of the group that 12 we're now dealing with.

The site selection was based on the 13 criteria of fifteen towns and three other communities 14 outside the regional district.

I 15 We're talking about a whole different kettle of 16 fish here.

The amendment of the proposition that's before 17

.us is George's, which is stop spending money except for 18 legal business that we have to conduct, and I think that we 19 shculd move to vote on ' chat and that's, you know, what we're I

20 discussing here.

were not yet able to vote.

I don't like to see -- a total 10 restriction is what I would like not to see.

11 I would like to have indeed a general 12 understanding that we're not talking about anybody at this 13 juncture; but maybe we may need to let others know further 14 where we're going on anything except the very necessary 15 business of the planning board.

As far as the necessary 16 buciness of the planning board is informational situation we 17 expect amended.

I don't know whether shLt I've stated 20 there is misunderstood or what.

But my intent was to stop, 21 physically, engineering work.

And no further work on land 22 fill, and no further work on septics.

23 That doesn't necessarily mean that any information 24 you have right now can't be made available.

Certain kinds 25 of information that people might ask for that require

engineering work to get the answers would not be allowed.

The septic work that has been 4

done to date is ongoing, it's being funded by 1.9M; not by 5

53B tight now.

In addition, I have a couple 15 of towns who have sent in their new representatives, but 16 other towns have not.

So if you can keep with your town 17 clerk and your selectman about appointing --

A reminder, if you vote, yes, 53B, you 19 have ten days for your board of selectman or city council to 20 send your authorized representative and two alternstes, in 21 writing, to the planning board.

So-if you haven't done 22 that; -- I've got some in the last couple days that I will 23 be turning over to her tonight.

This is a matter that occurred I only left l

2 for a minute, so we can take care of it.

The by-laws as 3

they presently stand state that after the board requests the 4

municipalities at the town meeting of 1988, or their city 5

council it should then terminate unless extended by a vote 6

of the municipalities.

We have -- the time referred to in that by-law is 7

8 a very difficult time to return them.

It probably -- if you 9

wanted to push it, time when the organization could get the 10 materials down to town selectman, councilman.

So it appears 11 to us it is appropriate to amend the by-laws for this 12 particular existence till the district vote is taken.

So we 13 are preparing an amendment which will delete the last 14 sentence of Article 40, Section 2.1, which read as follows:

15 the SRR-DPD shall report on municipalities at town meeting, 16 1988, or the City Council, and then shall terminate unless 17 extended by vote by the municipality.

18 And we would propose a substitute to that:

SRR-19 DPD 20 shall report to the municipality at the town meeting, 1988, 21 board of city council, which shall terminate at midnight on 22 the date regional registers disposal with the committee.

23 The new district proposed by the SRR-DPD takes its final 24 vote as soon as R site B
