,

This refers to the. Nuclear Regt;1 story Commitsien (WRC) ir.spection conducted by

j

n. . b. Shortridge an6 -F. K. '.hght on January 29 - F9bruary 2,1990.

The

i

",

'

inspectirn included a review of accivities authorized for yout' Rrunswick

.

f ad li ty. - At the conclusion of the inspection, the findings were discussed

,

'

with those members of your staff identified in tho enclosed inspection report.

'

Areas examinM during the Inspection are identified in the report.

Within

these areas,.the inspecuen consisted of telective examinations of procedores

'-

Lad representetive records, interviews with ptrsonne'i, and observatier. of

,

activities in progress.

The inspection findings indicate that certain activities appeared to violate

NRC requirements.

Your attention is specifically directed to- the multiple

examples of'the violation discussed in Paragraph 4 and at the exit interview.

Particular attention should be directed towards the preventive aspects of your

-

-

corrective actions.

Previous Inspection Reports 88-33, dated January 12, 1969, and 89-25, dated

September 29,1989,- discussed apparent weaknesses in your site program to

.

!

minimize collective annual personnel dose.

At this time, we note that your

i

three year average for collective dose is approximately 893 person-rem per

'

unit. We also note that key elements in worker dose reduction, a comprehensive

source term reduction program and innovative methods to reduce annual

,

collective personnel dose, are progressing rather slowly. Therefore we request

that in your response you outline actions you are taking to further improve the

effectiveness of your ALARA program.

-In accordance with 10 CFR 2.790(a), a copy of this letter and its enclosures

will be placed in the NRC Public Document Room.
