Thank you for-forwarding Mr. Rief's letter of-February 23, 1983 concerning the Indian Point Nuclear Plant.

The Commission shares Mr. Rief's concerns.

Its first and foremost interest is in the safe operation of the plant, Though the Commission is of the view that the.use of emergency measures involving the public is highly 4

improbable, it insists on reasonable assurance of emergency.
