Inspection Report No. 50-289/89-26
During the period from December 19, 1989 to January 23, 1990, members of the
NRC Region I staff. conducted routine safety inspections at your facility. We
have documented.the results of those inspection findings in the enclosed
,
report. At the conclusion of the inspection period, Mr. D. Johnson of my
staff, summarized the inspection findings to you and other members of your
staff.
This report includes a violation of NRC requirements. The violation concerned
the improper conduct of a reactor building local leak rate test which resulted
in separate inadvertent reactor protection system, and engineered safeguards
system actuations. -The violation indicated that sufficient guidance is
contained in some surveillance procedures for technicians with minimal know--
ledge of system response.
You should address this concern in your response to
the violation as instructed in Appendix A.
Additionally, the staff noted your' smooth transition into the present BR outage
activities which was acccmplished in an overall safe manner. The violation and'
other deficiencies identified in this report do not indicate any. major problem
areas, however improvements are still needed in upgrading facility procedures
in the surveillance area.
