Subject: Combined Inspection Report Nos. 50-317/90-04 and 50-318/90-04

A special safety inspection of your emergency preparedness program was conducted by
Mr. C. Conklin on January 22 25,1990 at your Calvert Cliffs Nuclear Power Plant,
'
Lusby, Maryland. Discussions of our findings were presented by Mr. Conklin to you
and other members of your staff at the conclusion of the inspection..
Areas examined during this inspection are described in the NRC Region I Inspection
Report which is enclosed with this letter. Within these areas, the inspection consisted
of selective examination of procedures and representative records, interviews with
personnel, and observations by the inspector.

No violations or deviations were identified, but our review did identify needed
improvements in your Emergency Classification Level system. Although the NRC
approved your onsite emergency plan in a letter dated May 11,1983, we now conclude

that the NRC erred in granting that approval since Emergency Action Levels did not
L
meet the guidance in effect at that time as identified in Combined Inspection Report
Nos. 50 317/8119 and 50-318/8118. This inspection confirmed that your Emergency
Action Levels are still not consistent with NUREG 0654. In a January 31,1990
telephone conversation between Dr. Ronald R. Bellamy of this office and Mr. Richard
Heibel of your staff, Mr. Heibel committed to evaluate and upgrade your Emergency
Action Levels to present guidance and to implement these upgrades.
Mr. Heibel
stated that this effort is scheduled for completion by June 1,1990, and further
committed to keep the NRC apprised of progress and to identify any problems or
schedular slippage,
