REQUALIFICATION PROGRAM EVALUATION Report No. 50-293/89-14(OL)

During the weeks of December 4 and December 11, 1989, the NRC conducted a

'

requalification program evaluation at the Pilgrim Nuclear Power Station. The

evaluation was conducted in ac:ordance with Revision 5 to NUREG-1021, " Operator

Licensing Examiner Standards," specifically, ES-601, " Administration of NRC

Requalification Program Evaluations." The evaluation had two purposes: (1)to

evaluate individual operator competency; and, (2) to evaluate the effectiveness

of the licensed operator requalification training program at Pilgrim. Generic

findings and preliminary results of the evaluation were discussed during the

interim and at the conclusion of the two week examination period with members

-of your staff identified in the enclosed report.

As a result of this evaluation, the Pilgrim requalification program has been-

rated as satisfactory.

The NRC results indicate two of nine Reactor Operators and

one of eleven Senior Reactor Operators failed at least one portion of the

exami'iation. Additionally, one of four crews was determined to be unsatisfac-

tory. Section 3.0 of the attached report contains the details of the program

evaluation.

As was discussed at the exit meeting held at the Chiltonv111e Training Center

on December 15, 1989, you are expected to complete remedial training for all

operators and the crew that failed the NRC requalification examinat;on.

Following the remedial training, the operators and crew may be returned to

,

shift duties and will be re-examined by the NRC within approximately six

months.

Further, we were concerned about the lack of involvement of a Senior Reactor

Operator from the operations staff in the requalification examination develop-

ment process.

From discussions held with your staff, we were assured this

situation will not recur during future program evaluations.
