Reactor Regulation during the period January 22-26, 1990, of activities authorized

by NRC Operating License NPF-47 for River Bend Station, and to-the discussion

,'

of our findings with members of your staff at the conclusion of the inspection.

.,

.

._ Areas examined during the inspection included establishment and implementation of

,

the fire protection program and postfire safe shutdown capability reverification.

,

-Within these areas, the inspection consisted of selective examination of

'

procedures and representative records, interviews with personnel, and observations

by the inspectors. The inspection findings are documented in the enclosed

inspection report.

!

During this inspection. it was found that certain of your activities were in

apparent violation of NRC requirements. These are discussed in paragraphs 2.3.3_

and 2.5 of the enclosed report. However, in accordance with Section_V.A

oftheNRC'sEnforcementPolicy(10CFRPart2,AppendixC),_nocitationis

being issued for the violation described in paragraph 2.3.3.

The apparent violation in paragraph 2.5, even though licensee identified,

is of concern to the NRC because of the potential safety consequences of-

' operating in a condition beyond the assumptions of the plant's Fire Hazards

Analysis and because of the length of time this condition existed.. We will

!

schedule; an enforcement conference in our office to discuss your understanding

of-this apparent violation, the reasons for occurrence, and yoJr corrective

!

actions. The time, date.and agenda for this meeting will be promulgated

t

separately.

One unresolved item is identified in paragraph 2.5 of the enclosed inspection

report.
