Inspection Report Nos. 50-334/89-80 and 50-412/89-80

This . letter transmits the report of the special maintenance team inspection led

by Mr. Suresh K. Chaudhary of this office from September 11 to September 29, 1989,

at the Beaver Valley Power Station, Units I snd 2, in Shippingport, Pennsylvania.

Mr. Chaudhary discussed the team's findings with you on September 29, 1989 at

the contiusion of the inspection.

The inspection was performed as part of NRC's industry wide effort to evaluate

the effectiveness of snaintenance activities at licensed power reactors. The

team concluded the DuqLesne Light Company is implementing a generally etfective

maintenance program. The effectiveness of this prograni appears attributable to

a very capable and well motivated maintenance staff.

The program could be

improved by development of a set of documents providing a comprehensive

description of expected practices, responsibilities and authorities for various

parts of your orpenization involved in plant maintenarce.

S rengths and

weaknesses identified during the inspection are discussed in the enclosed

inspection report. /sttachment 3 to the enclosed report provides a listing of

the identified weakness with a cross reference to the applicable section of the

inspection report.

No violations or unresolved items were identified during this inspection.

We, however, request that you notify us in writing of any actions you have

taken or plan to take to address the areas where weaknesses were identified.

Please provide this response within 6^ days of receipt of this letter,
