This refers to the routine safety inspection conducted by Mr. M. A. Kunowski of
this office on December 27-28, 1989, and January 2-12, 1990, of activities at

Perry Nuclear Plant, Unit 1, authorized by NRC Facility Operating License
'
No. NPF-58 and to the discussion of our findings with Mr. M. Lyster and other
nembers of your staff at the conclusion of the onsite inspection.

The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a review of
.
procedures and representative. records, observations, and interviews with
personnel. .
During this inspection, certain of your activities appeared to be in violation
of NRC requirements, as specified in the enclosed Notice. Our inspection
indicated that you have taken sufficient corrective action to prevent recurrence
of this violation, consequently no reply is necessary. Additionally, one
program weakness was identified concerning control of locked high radiation
areas. This weakness is addressed in Section 6 of the enclosed Inspection
Report. We request that you inform us, in writing within 30 days of the date

of this letter, of your corrective actions for the weakness.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter, the enclosures, and your response to this letter will be placed

in'the NRC Public Document Room.
The response requested by this letter is not subject to the clearance procedures
of the Office of Management and Budget as required by the Paperwork Reduction
