License Amendment Application to Revise the Acceptance Criteria for Absolute and Relative Position Indicator Channels, and to Correct Administrative Errors (TAC Number M75518)
Gentlemen:
. Enclosed is an application for-an Amendment to the Davis-Besse Nuclear Power Station (DBNPS), Unit Number 1 Operating License Number NPF-3, Appendix A, Technical Specifications.
'During comparison of Technical Specification requirements as part of the

DBNPS Technical Specification Verification Program, a discrepancy was noted in the acceptance criteria for Absolute Position Indicator (API) Channels and
)
- Relative Position Indicator (RPI) Channels as cited in DBNPS Technical Specifications (TS) 3.1.3.3 and 4.1.3.3.
The acceptance criterion of DBNPS TS 3.1.3.3 presently specifies ".... absolute position indicator channels and relative position indicator channels shall be..... capable of determining the control rod positions within + 6.5%".
Similarly, the. acceptance criterion of DBNPS TS 4.1.3.3 specifies "Each absolute and relative position indicator channel shall be [ verified to] agree within 6.5%..." -Based on Babcock &
Wilcox (B&V) analyses performed, as described in the attachments contained herein, it is proposed the acceptance criteria, for TS 3.1.3.3, be revised to
.1.5% for rod group average position uncertainty and, for TS 4.1.3.3, be revised to 3.46% for-API to RPI deviation.
Bases Section 3/4.1.3 is proposed to be revised to expand the position indicator channel' discussion to further clarify the basis for the TS values.
Technical-Specification 3.1.3.3, Action b. is proposed to be revised to administrative 1y correct the present reversal of the terms " absolute position indicator' channel" and " relative position indicator channel".
This administrative change, when implemented, is consistent with the B&W Standard I
Technical Specifications (NUREG-0103, Revision 4).

Page 2 administrative ertor was discussed with the NRC/NRR Senior-Project Manager for the DBNPS on June 29, 1989, and has-been administrative 1y corrected externally to the TS per TE/NRC agreement on that date.
Technical Specifications 4.1.3.1.1, 4.1.3.2.1, and 4.1.3.3 are proposed to be revised to reflect an administrative correction from the terminology
" Asymmetric Rod Fault Circuitry" to " asymmetric rod monitor". This correction is consistent with the Updated Safety Analysis Report Section 7.7.1.3.2.
-Toledo Edison requests that this amendment be approved by April 1, 1990 for implementation within 45 days of that date.
