On January 9, 1990, a Management Meeting was held at the NRC Region I Office,

King of Prussia, Pennsylvania, to discuss the findings of the Special Physical

Security Inspection, No. 50-309/89-24, as requested by Ms. Brenda Castonguay of

your staff. The attendees are listed in Details, Paragraph 1 of the enclosed

,

meeting report. At the meeting, we discussed security events that prompted the

special inspection, the violations of your NRC-approved Physical Security Plan

,

,

which were identified during that inspection, the causes of the violations, and

the corrective actions you have taken, and plan to take, to prevent recurrence.

The details of our discussion of the security event have been determined to be

'

Safeguards Information.and are exempt from public disclosure in accordance with

10 CFR 73.21. Therefore, they are not included in the meeting report.

Although not on the original meeting agenda, we also discussed three

operations-related events which occurred in the last several months. The

outlines for the presentations made by members of your staff and an overview of

our discussions of the events are included in the enclosed meeting report.
