This letter refers to an unannounced routine safeguards inspection of your

activities authorized by NRC License,No. NPF-21 conducted by A. D. McQueen of

this office on November 27 through December 1,1989. It also refers to the
followup of past inspection items and to the discussions of the preliminary

inspection findings held by the inspector with J. Baker, S. Telander and other
members of your organization on December 1,1989.
Areas. examined during this inspection include activities related to physical
protection as described in the enclosed' inspection report.
Within these
areas,.the inspection consisted of selective examinations of procedures and
records, interviews with facility and other personnel, and observations by the
i
inspector.

Within the scope of this inspection, no violations were cited.
~In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2,
'
Title 10, Code of Federal Regulations, documentation of the findings of your
safeguards and security measures are exempt from public disclosure; therefore,
r
the enclosures to this letter will not be placed in the Public Document Room
and will receive limited distribution.
We have determined that the enclosures so designated contain Safeguards
Information and therefore are subject-to the controls of 10 CFR 73.21.
