ENCLOSURE OPEN ITEMS 1.
The applicant's preliminary design assessment report of the Midland Unit 2 and common control room has not yet been submitted for NRC review. Submittal is scheduled for January 1982.

The applicant's detailed design assessment report of the Midland Unit 2 and common control room will be needed at least six months prior to issuance of an operating license for Midland Unit 2 in order to complete our human factors review. The applicant's overall control room construction and checkout will be about 90% complete by October 1982 and we, therefore, anticipate receipt of this detailed report about that time.

18.1 BACKGROUND
As part of the NRC staff actions following the TMI-2 accident (Item I.D.I of NUREG-0660, May 1980 and NUREG-0737, November 1980) we require all licensees and applicants for operating licenses to conduct a detailed control room design review to identify and correct design deficiencies. These reviews should be l.
initiated after issuance of tiUREG-0700, Guidelines for Control Room Design Reviews, and are expected to take approximately one^ year for completion.
Applicants for operating licenses who are unable to ccmplete the detailed-control roca' design review prior to issuance of an operating _ license are required to make a preliminary design assessment of their control rooms to identify significant human factors and instrumentation problems and establish a schedule approved by the NRC for correcting deficiencies. This assessment will be in addition to the detailed control. room design review. NUREG-0700 was published in September, 1981.
-Consumers Power Ccapany (CPCo) is presently conducting a control room design review program which takes into account established human factors review standards and evolving NRC guidelines, including NUREG-0659, the March 1981 i
staff supplement to.the draft control rocm design review guidelines published
.in July 1980. CPCo plans to submit the results of this design review to the NRC in January, 1982. We will initiate our human factors review of the Midland
. Unit.2 control room when this report has been received.

18.2 CCNCLUSIONS CPCo has informed us that the Midland Unit 2 control room report to be submitted in January 1982 will be preliminary in nature. Some elements of the detailed 1
control room design review described in NUREG-0700 will not have been initiated, the status of centrol room construction will not permit review of scme control room design features, and design soluticns for some identified design discrepancies will not have been selected. Submittal of a report at this time will permit an early assessment of their overall approach to the control roca design review process and should contribute to the quality of their subsequent detailed control room design review report. Our review and evaluation of this preliminary report may include an on-site visit to the Midland control roca by members of the NRC's Human Factors Engineering Branch and their consultants.
We expect that CPCo will continue their detailed control rcom design review as described in NUREG-0700, and will submit a detailed control room design review j
report for Midland Unit 2 on a schedule consistent with control room construction and their planned fuel-loading date. He expect receipt of the report at least six months prior to issuance of an operating license for (tidiand Unit 2.
The results of our evaluation of the detailed control room design-review report will be reported in a later supplement to the SER prior-to issuance of an
