License Nos. DPR-70, DPR-75 As a result of the inspection conducted on' July 1 through August 3.1981, and -
inaccordancewiththeInterimEnforcementPolicy,45FR66754(October 7-1980),
the following violation was identified:'
A.
Amendnent No.14 to Facility Operating License No. DPR-70 issued to Public Service Electric and Gas Company,' incorporates the Salem -
Generating Station Security Plan as submitted on June 28.-1973 and 1
. effective on February 23, 1979, with revisions.c ' This' plan states in:
'" Chapter 8, paragraph 8.3, Security Procedures Manual, "To effectively implement the SaTem Security Plan, a' Security Pro-i
-cedures Manual has.been produced...."
l' Salem Generating Security Pmcedures'Menual, Section 7A, Paragraph-7.4 states in part. " Post Orders shall oe written as revdred, to,
spell out in detail the various functions associated with each post ~
cssignment."
' Post #28, Warehouse #2, Post Orders, Paragraph 3 states in part,
" Maintain surveillance of your area.of responsibility as follows:
a.
Insure that no personnel enter / exit the protected area through '

the caged crea.. The exceptions would.be a PSEMI employee... The' ~~~~---
individual will be kept under surveillance while outside the protected j
area. Should the security officer lose visual contact with the in-dividual for any length of time, the individual must be searched, i.e.

pat down, prior to his re-entry of the protected area."
l Contrary to the above, at approximately 11:40 a.m.-.'.on July 16, 1981, a licensee eg1cyee retu:ned through a gate in the protected barrier, l
obtained his badge from the guard at that post and proceeded with his normally assigned duties without being searched. The guard did not-maintain continuous visual surveillance of that employee during the period that the employee was outside the protected area.

Pursuant to the provisions of 10 CFR 2.201, Public Service Electric and Gas Company is hereby required to submit to this office within thirty days of the date of this Notice a w;'itten statement or explanation in reply,, including:
corrective steps which will be taken to avoid further violations; and (3)(2)
(1) the corrective steps which have been taken and the results achieved; the date when full compliance will be achieved. Under the' authority of Section-182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation. Where good cause is shown, consideration will be given to extending your response time. The responses directed by this Notice are not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
