Gentlemen:
This letter refers to the special safeguards inspection of your activities
authorized under NRC License No. NPF-1 conducted by Messrs. L. R. Norderhaug
and G. B. Nelson of this office in conjunction with an IAEA inspection effort
on August 10-11,1981.
It also refers to the discussion of the inspection
findings held by the inspectors with K. Murakami and me,bers of your staff
on August 11, 1981.

The inspection included examination of activities related to your program
for the cc' trol and accounting of special nuclear material in accordance with
proposed requirements of the facilities Attachment No. 2, Safeguards Agreement
.
under NPT between USA and the IAEA, Subsidiary Arrangenents. Within these '
areas, the inspection consisted of selective examinations of records, interviews
with facility personnel and observations by the inspectors.
Within the scope of this inspection, no items of noncompliance '.<ere observed.
In accordance with Section 2.790(d) of the NRC's " Rules of Practice "
Part 2, Tit 1e 10, Code of Federal Regulations, documentation of the
findings of your control and accounting procedures for safeguarding special
nuclear material are exenpt from public disclosure; therefore, the enclosed
