, 7.1 ORGANIZATION, REVIEW AND AUDIT-ADMINISTRATIVE CONTROLS Apolicability Applies to the' lines of authority and responsibility for the operational safety of the facility, and the organization for periodic review and audit of facility operation.
Objectives To define the principal lines of authority and responsibility for providing continuing review, evaluation and improvement of the plant operational safety.
l SPECIFICATION AC 7.1.1 - ORGANIZATION, ADMINISTRATIVE CONTROL l 1. ORGANIZATION l The organization and lines of responsibility which govern l plant operation shall be as follows:
l a. In all matters pertaining to operation and l maintenance of fce plant and to these Technical l Specifications, the Station Manager shall report.

1 (1) Maximizing plant safety during and after l accidents, transients and emergencies by I independently assessing plant conditions and l by providing technical assistance to mitigate l and minimize the effects of such incidents and I make recommendations to the Superintendent of l Operations.
l (2) Review abnormal and emergency procedures.

l (4) Provide evaluation of Licensee Event Reports l from other plants as assigned.
l d. Organization for conduct of operations of the plant

l 2. UNIT STAFF l a. _A licensed senior operator shall be present on site at all times when there is fuel in the reactor.
l b. A licensed operator must be in the control room at all times when fuel is in the reactor. During reactor- startup, shutdown, and recovery from reactor trip, two-licensed operators must be in the control room.
i c. ALL CORE ALTERATIONS after the initial fuel loading shall be directly supervised by either a licensed Senior Reactor Operator or. Senior Reactor Operator limited to Fuel Handling who has. .o other concurrent responsibilities during this operation.
I d. An operator or technician qualified in radiation protection procedures shall be present at the facility at all times that there is fuel on site.

A site Fire Brigade of at least 5 members shall be maintained on site at all times *, The Fire Brigade shall not include (3) members of the minimum shift crew necessary for safe shutdown of the unit and any personnel required for other _ essential functions during a fire emergency. ,

l- h. Each member. of the facility staff shall meet or exceed the mini.um qualifications of- ANSI N18.1-1971 for comparable position, except for the l Radiation Protection Manager who shall meet or exceed the qualifications of Regulatory Guide.l.8, September, 1975.
l 3. TRAINING l a. A retraining and replacement training program for the facility staff.shall be maintained under -the 2
direction of the Training Supervisor'and shall meet i or exceed the requirements and recommendations of Section 5.5 of ANSI N18.1-1971 and Appendix "A" of 10CFR Part 55. Compliance with Section 5.5 of ANSI N18.1-1971 shall be achieved no ~later than six months following commencement of commercial operation.

A training program for the Fire Brigade shall be maintained under the direction of the Training Supervisor and shall meet or exceed the requirements of Section 27 of the NFPA Code-1975, l except for Fire Brigade training / drill sessions which shall be held at least once per calendar l quarter.
l c. An initial training and retraining program for the l Technical Advisors shall be maintained under the l direction of the Training Supervisor. The l Technical Advisors shall receive specific training l in the response and analysis cf the plant for l transients and accidents. The Technical Advisors i shall also receive training in plant design and l layout, including the capabilities of I instrumentation and controls in the control roon.

l 6. QUORUM A quorum of the NFSC shall consist of the Chairman or his designated alternate and a majority of the NFSC members including alternates. No more than a mincrity of the quorum shall have line responsibilities for operation of tie facility.
l 7. RESPONSIBILITIES
! a. The Nuclear Facility Safety Committee shall review:
1 (1) The safety evaluations for changes to procedures, equipment or systems affecting nuclear safety and tests or experiments affecting nuclear safety completed under ~the provision of Section 50.59c 10CFR, to verify
.nat such actions did not constitute an unreviewed safety question.
l (2) Pi oposed changes to procedures, equipment or systems which involve an unreviewed safety question as defined in Section $0.59, 10CFR.

l (4) Proposed changes in Technical Specifications or licenses.

regulations, orders, Technical Specifiestioni, license requicaments, or of internal procedures or inscructions affecting nuclear safety.
l (6) Significant opercting abnormalities or deviations from normal and expected performance of plant equipment that affect nuclear s+fety.

l (1) The conformance of facility operat' ion to all provisions contained within the Technical

Specifications and applicable license conditions at least once per year.
l (2) The performance, training, and qualifications, of the facility staff at least once per year.
l (3) The results of actions- taken to correct deficiencies occurring in facility equicoent, structures, systems, or method of operation that affect nuclear safety at least once per six months.
l (4) The performance of activities required by the Quality Assurance Pi: gram to meet the criteria of Appendix "B", 10CFR50, at least once per two years.
l (5) The facility Emergency Plan and implementing i procedures at least once per two years.
l (6) The facility Seceity Plan and implementing procedures at least once per two years.

l (8) An audit of the Fire Protection Program including a fire protection and loss prevention inspection shall be performed annually, utilizing qualified off site licensee personnel, an outside fire protection firm, or an outside qualified fire consultant.
This audit must be performed by an outside qualified fire consultant at intervals no greater than 3 years.
l 8. AUTHORITY The NFSC shall report to and advise the Vice President, i Electric Producti:: on those areas of responsibility l specified in b.(7) above.
I 9. RECORDS Records of NFSC activities shall be prepared, approved and distributed as indicated below:
l a. Minutes of each NFSC meeting shall be prepared,
! approved and forwarded to the Vice President, i Electric Production within 30 days following each meeting.
