Dear Mr. DelGeorge:

SECY The Commission has issued the enclosed Exemption from certain requirements of Section 50.54(o) and Appendix J to 10 CFR Part 50, in response to your letter dated September 26, 1975, as supplemented by letters dated January 31, 1977, May 11, 1977, and July 7,1980. This Exemption which is being forwarded to the Office of the Federal Register for publication, pertains to the method of calculating the leak t4ht integrity of reactor containment, systems, and components and extends the Type C test requirement for the nitrogen line isolation valve A0V-SI 8380 until the fall 1982 refueling outage for Unit 1.

In addition to the enclosed Exemption, we have detemined that insufficient justification exists for your request to exempt nitrogen line isolation valves A0V-RC 8033 and A0V-SI 8880 for Units 1 and 2 from Type C testing, thewfom, your request is denied. Yourrrequest pertaining to the containment airlcck doors is notionger appropriate due to the October 22, 1980 mvision to Appendix J.

However, Appendix J now requims Technical Specifications on the airlock testing and Commonwealth Edison should submit these Technical Specification changes and those to reflect our findings in the Appendix J review within 30 days. The basis for our findings am contained in the Safety Evaluation Report
