Lovendale of this office on Augu.st 17-19, 27, and 28, 1981, of activities at Zion Nuclear Power Station, Units 1 and 2, authorized by NRC Operating Licenses No. DPR-39 and No. DPR-48 and to the discussion of our findings with Mr. K. Graesser and othe s at the conclusion of the inspection. The inspection was an examination of activities conducted under your license as they relate to radiation safety and to compliance with the Commission's rules and regulations and with the conditions of your license. The inspection consisted of a selective examination of pro- cedures and representative records, observations, independent measure- ments, and interviews with personnel. No items of noncompliance with NRC r?quirements were identified during the course of this inspection. We are concerned, however, that gaseous waste system leakage might
result in excessive releases to the environment in the event of adverse operating conditions such as a leaky fuel element or during an accident i or post accident recovery. Please evaluate this matter and advise us in writing of the results of your evaluation within twenty-five days. Also, please update your response, dated August 19, 1980, to the Health Physics Appraisal Significant Fiading concerning gaseous waste system leakage. Additionally, we note that you have not performed the evaluation of radia- tion protection and chemistry RCT job function separation as previously agreed upon (ltr. Keppler to Reed dtd. 5/14/80). Commonwealth Edison Compey -2- SEP 2 21981 In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter, the enclosures, and your response to this letter will be placed in the NRC's Public Document Room. If the enclosures contain any information that you or your contractors believe to be e .empt from dis- closure under 10 T!R 9.5(a)(4), it is vecessary that you (a) notify this office by telephone within seven (7) days from the date of this letter of your intention to file a request for withholding; and (b) submit within twenty-five (25) days from the date of this letter a written application to this office to withhold such information. Section 2.790(b)(1) requires that any euch applicaticr. must be accompanied by an affidavit executed by the c.<ner of the information whidt identifies the document or part sought to be withheld, and which con W.ns a full statement of the reasons which are the bases for the claim that the information should be withheld from public disclosure. This section further requires the statement to address with specificity the considerations listed in 10 CFR 2.790(b)(4). The information sought to be withheld shall be incorporated as far as possible into a separate part of the affidavit. If we do not hear from you in this regard within the specified periods noted above, a copy of this letter, the enclosures, and your response to this letter will be placed in the Public Document Room.
