This refers to the routine safety inspection conducted by Messrs. L. A. Reyes',
l
W. G. Rogers, J. D. Smith, and T. N. Tambling of this office on' July.1-31,
1981, of activities at Davis-Besse Nuclear Power Station, Unit 1, authorized
by NRC Operating License No. NPF-3 and to the discussion of our findings with
Mr. T. Murray at the conclusion of the inspection.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and in-
terviews vii.h personnel.
During this inspection, certain of your activities -appeared to be in non-
compliance with NRC requirements, as described in the enclosed Appendix A.

The inspection showed that action had'been taken to correct the identified-
noncompliance and to prevent recurrence. Consequently, no_ reply to this
'
noncompliance is required and we have no further questions regarding this
matter at this ' time.

In accordance with 10 CFR 2.790 of the Commission's regulations, a ccpy of
this letter and the enc 1csed inspection. report will be placed in the NRC's ~

Public Document Room.
If this report contains any information that you or

your contractors believe to be exempt from disclosure under 10 CFR 9.5(a)(4),
it is'necessary that you (a) notify this office by telephone within seven (7)

days from the date of this letter of ycur intention to file a request for
'
withholding; and (b) submit within twenty-five (25) days from the date of.
this letter a written application to this office to withhold such infor-
mation. Section 2.790(b)(1)' requires that any such application must be
