Dear Mr. O'Reilly:
This report of an airplane crash near the Virgil C. Summer Nuclear Station is being transmitted for your information.
On Friday, February 13, 1981, at approximately 12:50 P.M.,
a fixed wing single-engine Cessna 172 aircraft with two (2) personnel on board crashed nose-down into the ground outside the Virgil C. Summer Nuclear Station Exclusion Boundary after striking high voltage power lines while flying a line check.
The circuits hit were two Duke-Parr 230 KV lines. The first circuit was snapped and fell across the South Carolina Public Service Authority (SCPSA) Newberry line from the Virgil C. Summer Nuclear Station Substation, causing a phase to ground fault on the line.
Substation protection tripped the Parr #1, Parr #2, Fairfield #1, Fairfield #2, SCPSA Graniteville and SCPSA Newberry breakers, and reclosed as designed on the first four lines.
The SCPSA Graniteville line remained open due to the reclose feature being out of service. The SCPSA Newberry line reopened due to the fault. The cut power line initiated a brush fire in the vicinity of the crash due to the arcing of the conductor to its tower. This brush fire was contained w
and extinguished by onsite Fire Brigade personnel. The second Duke circuit was pulled loose from its tower, but was not broken.
The passenger, an SCE&G employee, was dead at the scene. The pilot was alive with minimum life signs.
The pilot was removed from the wreckage, self-sustaining life signs were restored by administering first aid, and the individual was transported to Richland County Hospital where he subse-quently died as a result of injuries incurred.
The Station was not affected since offsite power was not lost.
