Design to Accommodate Inclusion of Plant. Modifications for Anticipated Transients with Failure to Scram - Allens Creek Nuclear Generating Station Unit 1.
In Section 15.2 of Supplement No. I to the Safety Evaluation Report (NUREG-0515, March 1979) we reported with regard to the issue of antici-pated transients without scram (ATWS) that the applicant had stated that the Allens Creek design will not preclude inciasion ci Uie systems described in NUREC-0460 Vol. 3.
Subsequently, Vol. 4 of NUREG-0460, issued in March 1980, set forth the staff's resolution of Unrssolved Safety Issue (USI),
ATWS as a generic issue has now been categorized TAP A-9 for ccament.

We request that you update the Preliminary Safety Analysis Report (PSAR) for Allens C. reek for our review prior to our update of Section 15. 2 and Appendix C of the SER.
For this purpose assune that Alternative 4A of UUREG-20, Vol. 4, is applicable to Allens Creek. Although NUREG-0460, Vol. 4, allows optimization studies because of constraints of basic plant leycut, diesel capacity or completed seismically qualified structures f r plants well along in construction it is the staff's position that such constraints, if any, should be elirainated in the preliminary design of Allens Creek.
We therefore request that you demonstrate that the preliminary design would not provide any constraints of basic plant layout, diesel capacity or seismically qualified structures to implementation

of alternative 4 A of NUREG-0460, Vol. 4. If any such. constraints now _
exist, modify your PSAR to incorporate design changes necessary to eliminate such constraints.
