6.12 INDUSTRIAL SECURITY PROGRAM (A) An industrial security program shall be maintained throughout the life of the plant in accordance with the provisions of the Plant Security Plan. Annual review of the Plant Security Plan shall be performed by the Plant Operating Review Committee and the Safety Review Committee.

6.13 EMERGENCY PLAN (A) A Site Emergency Plan shall be maintained throughout the life of the plant in accordance with the provisions of 10 CPR 50, Appendix E.

• (B) Site evacuation exercises will be conducted annually l utilizing applicable provisions contained within th-Emergency Plan. The exercise shall involve coordination with offsite s jport groups and include communication checks.

(C) The Emergency Plan and implementing procedures shall be reivewed on an annual basis by the PORC and SRC.

6.14 FIRE PROTECTION PROGRSM 6.14.A An independent fire protection and loss prevention inspection and audit shall be performed annually -

utilizing either qualified licensee personnel or an outside fire protection firm.

6.14.B An inspection and audit by an outside qualified fire consultant shall be performed at intervals no greater than 3 years.

Section I - Description of Modification Tne proposed changes to Appendix A (Technical Specificaions) to the James A. Fira'1 trick Operating License. seeks to amend Section 6.13(B), "Emergt.e aan, " on page 258 by adding a single footnote.

Section II - Furpose of Modification The NRC Office of Inspecton and Enforcement has recently notified tne Autnority that our existing plans for emergency exercises do not meet their interpretation of the requirements of 10 CFR 50 Appendix E. Insufficient time and an upcoming refueling outage (October 1981), prevents rescheduling a fully compliant drill in 1981. The proposed amendment postpones the required exercise until 1982. Postponing the exercise will permit time for participating parties to incorporate the experiences of the Niagara Mohawk exercise.

Secton III - Impact of the Cnange Th>se proposed changes will not impact operations at JAP or the implementation of the emergency plan.

Section IV - Implementation of the Modification These changes as proposed will not impact the ALARA or Fire Protection Programs at JAF.

Section V - Conclusion The incorporation of these modifications: a) will not change the probability nor the consequence of an accident or malfunction of equipment important to safety as previously evaluated in the Safety Analysis Report; b) will not increase the possibility for an accident or malfunction of a different type than any evaluated previously in the Safety Analysis Report; and c) will not reduce tne margin of safety as defined in the basis for any Technical Specificaton, and d) does not constitute an unreviewed safety question.
