Dear Mr. Eisenhtt:
The Commission's letter dated October 31, 1980 concerning post TMI r cuuiraments (NUREG-0737), Item II.B.4, requires Omaha Public Power bis uict to develop and conduct a training program to mitigate core damage. The training program has been developed and was initiated for the Fort Calhoun Station on April 1, 1981.
NUREG-0737 requires the program to be completed by October 1,1981.
Due to recent losses of Fort Calhoun Station training department personnel, the District will be unable to meet the October 1,1981 deadline. However, the training will be completed prior to the Fort Calhoun Station's startup following the refueling outage tnut will commence September 18, 1981 and end about November 15, 1981. The District believes tnis extended deadline is justified because the Fort Calhoun Station reactor will remain in a cold shutdown mode until the training is completed. Therefere, the proposed delay represents no threat tc plant or public safety.
