Dear Mr. Lundvall:
lie understand that uncertainty has existed at Baltimore Gas & Electric (BGLE) concerning the reportability of equipment failures, addressed in the Calvert Cliffs Technical Specifications, which are discovered during modes of operation when such equipment is not required to be operable.
In this regard, we offer the following Clarification:
If an equipment failure occurs that does not violate a Limiting Condition for Operation (LCO) or place the plant in an action statement of an LC0 that is applicable to the existing plant operating condition (called OPERATION H0DE in Standard Technical Specifications), neither prompt notification nor a 30-day report is required. However, if the equipment failure is detected after the plant has been shutdown and the failure cannot be attributed to a specific shutdam activity, the failure should be reported as if the plant had been operating in e degraded mode.
In such cases, a 30-day report is required.
With regard to the above clarification, your application for license amendment dated January 29, 1931 sot:ght to incorporate a similar clari-fication in the Technical Specifict ions for Calvert Cliffs Units 1 and:.2.
Upon consulting with members of your staff, we understand that the above clarification is sufficient and that a Technical Specification change is no longer required, lie therefore consider this matter to be chsed.
