r September 10, 1981 MEM0 TO THE RECORD IN THE DIABLO CANYON PROCEEDING FROM: Joan Aron, OPE This is to document a series of telephone conservations between me and Region IX FEMA officials on Sept. 8, Sept. 9 and Sept. 10, 1981 regarding the emergency planning exercise which was held at the Diablo Canyon nuclear power plant on August 19, 1981. The substance of the information is contained in the FEMA Evaluation Findings of the Diablo Canyon Nuclear Power Plant Offsite Emergency Response Plans Exercise which is also being submitted to this record.

Based on our telephone conversations with FEMA officials in Region IX, we understand that FEMA does not nerceive the exercise as a " Pass-Fail" procedure.

Rather, FEMA believes the exercise serves two purposes within the overall planning scheme:

(1) it demonstrates the emergency response capabilities of offsite (state and local) officiafs; and (2) it reveals a laundry list of so-called

" deficiencies" which need correction in the county plan.

FEMA considers the exercise a success from both points of view. San Luis Obispo County was prepared for the exercise.

It developed standard operating procedures to the county plan in draft form and tested them.

County officials, including the Director of the Board of Supervisors and the County Director of Emergency Services, participated enthusiastically. The mechanics of the plan worked well and resulted in an effective exercise. The County intends to publish an information brochure when the plan is finalized.

FEMA also found that the state and county officials worked together cooperatively in implementing the plan and evacuating the state park when needed. The County formed an evacuation control group of state and county officials which closed the state park as a precautionary measure at the alert level and evacuated the residents as the emergency became more serious. The county sheriff was assisted by state transportation officials in exercising evacuation traffic control.

In addition FEMA developed a list of "relatively minor" areas which needed reworking and which FEMA regards as easily " fixable." For example:

additional equipment (e.g., more telephone lines) in the E0C;

-- establishing priorities for equipment in the E0C; additional briefings for personnel in the unified dose assessment center; and

-- additional practice by the utility and the sheriff in using the telephone hot line and radio.

FEMA also noted the absence of equipment such as the siren systems and hardware connections with the emergency broadcast link which have been ordered but not installed.
