Gentlemen:

This refers to the routine safety inspection conducted by Mr. K. D. Ward

of this office on June 29, July 1, and 20-21,1981, of activities at

Wm. H. Zimmer Nuclear Power Station authorized by NRC Construction Permit

No. CPPR-88 and to the discussion of our findings with Mr. H. Sagar at

the conclusion of the inspection.

The enclosed copy of ocr inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative record.i, observations, and

interviews with personnel.

During this inspection, certain of your eetivities appear to be in noncom-

pliance with NRC requirements as specified in Appendix A.

This item of

noncompliance is the third occurrence related to field welds where unaccept-

able radiographic techniques and discrepancies in radiographic reports were

identified. This problem had previously been identified and documented in

Inspection Report No. 50-358/78-30 and No. 50-358/81-03. A written response

submitted under oath or affirmation is required.

In recognition of the

quality confirmation program which you have undertaken, you may wish to

l

include as part of your response, reference to the quality confirmation

program as it relates to the adequacy of field welds. We also note that

the NRC Investigation (Investigation Report No. 50-358/81-13) into alleged

QA/QC irregularities at the Zimmer Nuclear Facility has identified similar

unacceptable radiographic technique problems as they relate to shop welds.

As part of this inspection, a meeting was held to address the problem of

improper weld techniques by Pu11ran Power Products.

Paragraph 3 of the

report sets forth the recommendations of the Assistant Director of Inspection

National Board; Chief Boiler Director, State of Ohio; and the NRC representa-

tive for resolution of this matter. Corrective actions will be reviewed

during a subsequent ins,,ection.

In accordance with.10_CFR 2'790 of the Commission's regulations, a copy

of this letter, the enclosures, and your response to this letter will be

placed in'the NRC's Public Document Room.

If the enclosures contain any

info mation that you or your contractors believe to be exem,t from dis-

closure under 10 CFR 9.5(a)(4), it is necessary that you (a)' notify this

office by telephone within seven (7) days from the date of this letter of

your intention.to file a request for withholding; and (b) submit within

twenty-five (25) days 'from the date of this letter a written application

to this office to withhold such information. Section 2.790(b)(1) requires

that any such application must be accompanied by an affidavit executed by

the owner'of. the-information which identifies the document or part sought

.to be withheld, and snich contains a full statement of the reasons on the

basis which it is claimed that the information should be withheld from

public disclosure. This section further requires the statement to address

with specificity the considerations listed in 10 CFR 2.790(b)(4). The

information sought to be withheld shall be incorpsrated as far as pcssible

into a separate part of the affidavit.

If we do not hear from you in

this regard within the specified periods noted above, a cooy of-this

letter, the enclosures, and your response to this letter will be placed

in the Public Document Room.
