This refers to tne special safety inspection conductec by Mr. W. H. Miller, Jr,
of this office on May 26, 1981, of activities authorized by NRC Construction
l
Permit No. 94 for the Surmer facility. Our preliminary findings were discussed
l
with Mr. O. S. Bradham, Plant Manager, at the conclusion of the inspection.
'
Areas examined during this inspection included fire protection / prevention.
Within these areas, the inspection consisted of selective examinations of
p"ocedures ated representative records, interviews with personnel, and observa-
tions by the inspector.

Witnin the scope of th's inspectio 1, b v'aiations were disclosed.

During the inspection it was found that cera9 activities under your licen.e
appear to deviate from commitments to the Cor.m ssion and have safety signifi-

cance. This item is identified in the Notice of Deviation enclosed herewith as
l
Appendix A.
Ple ue provide us in writing your comments including a description
'
of corrective actions that have been or will be taken, corrective actions which
will be taken to avoid further deviations, and the date ycer corrective actions
will be completed.
We have examined actions you have taken with regard to previously identified
enforcement matters and unresolved items. The status of these items :s discussed
in the enclosed report.
One new unresolved item is identified in the enclosed inspecti::n report.
This
item will be examined during subsequent inspections.
In accordsnce with 10 CFR 2.790 of the Commission's regu;4tions, a copy ei this
letter and the enclosed report will be placed in the NRC's Public Document Room.

If the report contains any information that you believe to be exempt from

disclosure under 10 CFR 9.5(a)(4), it is necessary that you:
(a) notify this
office by telephone within ten days from the date of this letter of your inten-
