SUPPORTING STATEMENT FOR OMS CLEARANCE NEW APPLICATIONS SURVEY FOR NRC CASELOAD PLANNING PROJECTIONS 1.
Justification In Ncvember 1977 the Office of Management and Program An31ysis was directed by the Executive Director for Operations (ED0) to prepare I
an official NRC caseload forecast that serves as the single source for internal and external users. The forecast is used for l
all NRC planning, budgeting and control.
(See Enclosure 1.)
Prior to that time, information about potential new workload had been generated on an informal ad hoc basis.
Different offices i1-performing functions related to the same license reviews used different sets of numbers (based on their own best judgment) for the workload planning base.
No written documentation was available to justify this judgment.
2.
Descriptict of Survey Plan To provide more consistent data, the Offices of Nuclear Reactor Regulation and Nuclear Materials Safety and Safeguards developed a list of current and potential licensees, primarily electric utility companies and other companies known to be suppliers of services needed for the nuclear power industry.
Letters were sent to these cor.panies requesting information about their plans to submit itcense review requests to the NRC.

Tabulation and Publication Plans Jha information collected is reviewed, tabulated, and summarized by type of request-proposed activity and estimated application submittal date, c4e summary is not published but serves as the back-up for the planning projections (numbers of reviews by proe am area) which are set forth in a document issued to all internal NRC offices by the Office of Management and Program Analysis.
A copy of this document is placed in the NRC's Public Document Room.

Time Schedule for Data Collection and Publication The planned time for the request for data is annually (normally(30)
December of each year).
A response is requested within thirty l
days. After the responses are tabulated, the summary data is reviewed by the Caseload Panel. The Panel's report is issued about April of each year.
Specific data is reou sted for the current fiscal year (FY), the upcoming FY, the budget planning FY, and an additicnal four (4) FYs.

Consultations Outside the Aaency None have been conducted or are contemplated.

Estimate of Compliance Burden Respondents are electric utility companies (approximately 80) and other companies (approximately 130) who are engaged in providing services to the nuclear power industry.
Since responses are volurtary, the response rate is about 80%. Each response would rec,uire an average of about 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> to gather data, prepare response and obtain Company management approval; therefore, with about 170 respondents once a year, the estimated totai respondent burden ai nually is 17 staff weeks.

Estimate of Cost to Federal Govern'.ent The estimated NRC staff effort in preparing and nailing the request, docketing and distributing responses, and summarizing and reviewing data is 13 staff weeks (8 weeks by NMSS, 2 weeks each by MPA and NRR, and 1 week by ADM).
