INTRODUCT]ON On Marcn 13, 1980, the USNRC Office of Inspection and Enforcement (I&E), issued I&E Bulletin Bu-06, entitled "Ergineered Safety Feature (ESf)

Controls," to all PER and BWR f acilities witn operating licenses.

Reset 1&E Bulletin 80. 06 requested, :nat :ne following actions be taken cy :ne licensees:

Review :ne drawings for all systems serving safety-(1) related functio'ns at :ne scnematic/ elementary diagram level to'.deterinine wne:ner or not upon :ne reset of an ESF act,uation signal all associated safety-related equipme~n: remains in its emergency mode.

Verify that the actual ins lied instrumentation and controls at the facility are consistent witn :ne schematics reviewed in Item 1 above by conducting a all equipment remains in its test to demonstrate tna emeroency mode upon. removal of :ne actuating signal and/or manual resetting of ne various isolating or actuation sicnals.

l EVALUATION AND CONCLUSIONS In a letter dated June 10, 1980 [Ref.1], Commonwealtn Edison,

ne licensee for Zion Station, Units 1 and 2, replied to I&E Sulle:in on Maren 3, 1981 -[Ref. 2), Ine 80-06.

In a telepnone conference call licensee provided clarification of ineir original response wnich was con-firmed by a letter dated Maren 10,1981 [Ref. 3).

In response to Act*,'on Item 1 of 1&E Bulletin 80-06, the licensee reported [Ref. 1] inat :ney nave completed tne review of all applicable schematic diagrams and nave found four systems in wnicn equipment may rese:

In response to Action Item 3 of 1&E Bulletin 80-06, tne licensee nas indicated [Ref. 3] :nat two systems nave been modified to comply witn 1&E Bulletin 80-06.

Tne modification consists of a reset button wnicn has to be pusned to pick up a relay :na opens the valve.

(2) valves 0FCV-CA105 and 0FCV-CA11B Tne licensee states na: :nese valves are for nypo-cnlohte injection into :ne service water system.

Since nyoocnlori;e is not used a Zion Sta: ion, tnese valves nave been'disconnectec.

Tnese modifications will assure :na: :ne valves will remain in

ne emergency noce position upon ESF reset.

Tne licensee does not plan to make any modifications to Ine Tne licensee nas offered :ne following equipment in :ne other two systems.
