SUBJECT:
7 ION STATION - ESF RESET CONTROLS - I&E BULLETIN 80-06 By Task Interface agreement ROI-80-15, the Office of Inspection and Enforcement assigned the responsibility to the Office of Nuclear Reactor Regulation for reviewing the ifcensee's responses to Items 1 and 3 of I&E Bulletin 80-06.
Our review of Commonwealth Edison Company's responses to the bulletin for the Zion Station Unit Nos.1 & 2 are complete. The Technical Evaluation Report (TER) prepared by our contractor, EGAG, and our Safety Evaluation Report (SER) are attached.
Please note that the licensee has committed to perform corrective modifications in both units to the Service Water Strainer Backwash Discharge valve and the Hypochlorite Injection valves that were found to deviate from their emergency mode positions upon ESF reset. The licensee has completed testing for all I
associated equipment (including nodifications) during recent refueling outages in each unit.
I AE should verify the successful completion of these tests.
The licensee offered justifications for not modifying the Residual Heat l
Removal (RHR) pump valves and the Containment Fan Cooler Dampers in both units that were found to change position upon ESF reset. He find the justification for not modifying the RHR pump valves acceptable on the basis that these valves open automatically on Safety Injection, Containment Spray, or RHR pump operation and will not close until the RHR pump it stopped. He find the justi-fication for not modifying the Containment Fan Cooler Danpers acceptable on the basis that the dampers will not nove after the operator places the control switch in the accident position, as required by the procedures.
