This refers to the routine safety inspection conducted by
Messrs. F. T. Daniels and T. P. Gwynn of this office on June 1-5, 8-12,
15-19, 22-26; 1981, of activities at Wi. H. Zismer Nuclear Power Station
authorized by Construction Permit CPPR-88 and to the discussion of our
!
findings with Mr. J. R. Schott at the conclusion of the inspection.
The enclosed copy of our inspection report identifies areas exasined
during the inspection. Within these areas, the inspection consisted of
l
a selective examination of procedures and representative records, obser-
vations, and interviews with personnel.
During this inspection, certain of your activities appeared to be in
noncompliance with NRC requirements, as described in the enclosed Appendix
(

A written response, submitted under oath or affirmation, is required.

We are concerned about Cincinnati Gas and Electric Company's quality
assurance program with respect to your ability to identify and correct
conditions adverse to quality.
In particular, your organisation has been
cited against 10 CFR SO, Appendix B, Criterion XVI eight times, of which
six citations have been issued within the past twelve months. In re-
sponding to this letter, you are requested to address, in addition to your
i
reply to the specific violation, the management actions you have taken,
i
or plant.to take, to improve the effectiveness of quality assurance pro-
gram implementation with regard to the followings qualifications of audit
[
personnel, timeliness of audit responses from participating organisations,
trackite implementation and verification of coreactive action, and methods
'
to ensure the underlying cause of the deficiency has been identified and
corrected to preclude repetition.

under 10 CFR 9.5(a)(4), it is necessary that you (a) notify this office
by telephone within seven (7) days from the date of this letter of your
intention to file a request for withholding; and (b) submit within twenty-
five (25) days from the date of this letter a written application to this
office to withhold such information.
Section 2.790(b)(1) requires that
any such application must be accompanied by an affidavit executed by the
owner of the information which identifies the document or part sought to be
withheld, and which contains a full statement of the reasons on the basis
which it is claimed that the information should be withheld from public
disclosure. This section further requires the statement to address with
specificity the considerations listed in 10 CFR 2.790(b)(4). The infor-
matiof2 sought to be withheld shall belincorporated as far as possible
into a separate part of the affidavit.
If we do not hear from you in
this regard within the specified periods noted above, a copy of this
letter, the enclosures, and your response to this letter will be placed
in the Public Document Room.
We will gladly discuss any questions you have concerning this inspection.
