As a result of the inspection conducted on June 1-30,1981, and in accordance with i
theInterimEnforcementPolicy,45FR56754(October 7,1900),thefollowingviola-i tions were identified:
3 A.
Technical Specification 3.4.C.4 states, in part, "If a pop in the containment spray system or emergency service water system becomes inoperable, the reactor may remain in operation for a period not to exceed 15 deys provided the other similar pump is deme::strated daily to be operable. A enimum of too peps may be inoperable provided the two pumps are not in the same loop..."

Contrary to the above, at about 2:00 p.m. on June 16,1981, the door to the reactor building southwest corner rcas, an area in which the intensity of radiation is greater than 1000 mram per hour, was left unlocked with no means of preventing unauthorized entry.

Pursuant to the provisions of 10 CFR 2.201, Jersey Central Power and Light Company is hereby required to submit to this office withh thirty days of the date of this including:
(1)thecorrective Notice, a written statement or explanation in reply (2) correct.1ve steps which will steps which havt been taken and results achieved; be '.aken to avoid further violations; and (3) the date when full compliance will be achieved. Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation. Where good cause is shown, consideration will be given to extending your response time.
