This refers to the routine safety inspection conducted by Messrs. R. D. '4alker,
S. E. Shepley, R. D. Lanksbury, and R. Schulz of this office on May 18 through
June 26, 1981, of activities at the LaSalle County Nuclear Station, Unit 1, authorized
by NRC Construction Permit No. CPPR-99, to the discussion of our findings with
Mr. R. H. Holyoak at the conclusion of the inspection, and to the management meeting
held in the NRC RIII Offices on June 26, 1981 between Mr. James G. Keppler and others
of this office, and Mr. J. J. O'Connor and others of his staff.
The enclosed copy of our inspection report identifies areas examined during the
inspection. 'Jithin these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and interviews
with personnel.
No items of roncompliance with NRC requirements were identified during the course
of this inspection,however, during this inspection follow-up activity described
in paragrcph 2. of the enclosed inspection report was performed to establish
whether corrective action verbally committed to by por staff as a consequence
of a Level IV noncompliance identified in Appendix A, Item 2.,
of inspection
report 50-373/81-07 (assigned inspection report Open Item Number 373/81-07-01)
was being adequately implemented. Our inspection had previously determined that
this item of noncedpliance required no resp 'nse from your organization based upon
these verbal commitments.
The follow-up activity performed revealed that the
conditions described in this item of noncompliance still exist and therefore, a
written response, submitted under oath or affirmation, is required, to the item of
noncompliance identified in inspection report 50-373/81-07 as inspection report
Open Item Number (373/61-07-01).

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this
letter, the enclosures, and your response to this letter will be placed in the
NRC's Public Document Room.
If the enclosures contain any information that you or
your' contractors believe to be exempt from disclosure under 10 CFR 9.5(a)(4), it is
necestary that you (a) notify this office by telephone within seven (7) days from
the date of this letter of your intention to file a request for withholding; and hg
(b) submit within twenty-five (25) days frcm the date of this letter a written

application to this office to withhold such information. Section 2.790(b)(1)
requires that any such application must be accompanied by an affidavit
executed by the owner of the information which identiff.es the document or
part sought to be withheld, and which contains a full statement of the
reasons on the basis which it is claimed that the information should be
withheld from public disclosure. This section further requires the state-
ment to address with specificity the cor491derations listed in 10 CFR 2.790 (b)
(4). The information sought to be withheld shall be incorporated as far as
possible into a separate part of the affidavit.
If we do not hear from you
in this regard within the specified periods noted above, a copy of this letter,
the onclosures, and your response to this letter will be placed in the Public
Document Room.
