SUBJECT:

EMERGENCY PREFAREDNESS AND SUPPORT OF SAN ONOFRE NUCLEAR GENERATING STATION With respect to your June 3,1981 letter, regarding Emergency Preparedness in support of.the San Onofre Nuclear Generating Station (SONGS), I request that you specify which of the indicated deficiencies must be removed to allow a FEMA finding of adequate offsite preparedness.

Furthermore, since, as you kncw, there is an ASL3 hearing on SONGS Units 2 and 3 that will consider this issue, I also request that you provide me with a schedule for the actions FEMA is planning in order to reassess the offsite preparedness Tne information.you provide -is also necessary in order for NRC to make an assessment of the preparedness in support of SONGS Unit 1, which is an operating facility.

Based on the information you provide on the significant deficiencies and our assessment, the NRC will be in a better position to decide if action under our regulations is necessary.

On a separate, but related issue, I request that FEMA clarify that the judgments in the June 3,1981 memo do not apply to low power (up to E%)

operation of SONGS, and, in particular, whether FEMA judges low pcwer operation (up to 5%) acceptable on the same basis as for other plants wnere tnis rinding has been made.

In your June 16, 1981, memorandum you asked that we:

1)

Specify which of the deficiencies identified in the State and local plans ana joint exercise in support of SONGS must be removed to allow a FEMA finding of adequate of fsite preparedness; 2) r)rovide a schedule of actions FEMA is taking to reassess the offs. te prepareoness; 3)

Clarify that the evaluations included in our June 3,1981, memorandum do not apply to the low power operation of SONGS.

Item 3 is the suoject of a separate memorandum.

The suostance of item 2 was the subject of a letter to you dated June 26, 1981, from K. P. daskin, Manager of Nuclear Engineering. Safety, and Licensing, Southern Cali fornia Edison Company.

We have confirmed with FEMA Region IX that enclosures 1 and 2 of this letter represent agreed positions concerning FEMA's major concerns, what needs to be done to correct them, and SCE's proposed act ions (including training) to assist in correcting the deficiencies.

FEMA Hegion IX will monitor the actions promised by SCE particularly as they relate to the State of California and tne local jurisdictions.

FEMA Region IX will provide us with a monthly status report, wnien we will make available to you, beginning with the period through July 31, 1981.

This report will include requirements for, and the results of, any tests, drills, or a mini-exercise.

Our current assessment is that anotner complete exercise will not ce necessary but ratner several limitea ones to test specific systems or procedures.
