This refers to the routine inspection conducted by fir. J. Shedlosky of this

office on May 17 through July 11, 1981 at the Millstone Nuclear Power

Station, Waterford, Conn ,ticut, of activities authorized by NRC License

l

Nos. DPR-21 and DPR-65 and to the discu:;51ons of our findings held by

,

Mr. Shediosky and Mr. firoczka and other members of your staff periodically

during the inspection.

Areas examined during this inspection are described in the Office of Inspection

and Enforcement Inspection Report which is enclosed with this letter. Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, measurements made by the

inspector, and observations by the inspector.

Based on the results of this inspection, it appears that one of your activities

was not conducted in full compliance with NRC requirements, as set forth in the

Notice of Violation, enclosed herewith as Appendix A.

This item of noncompliance

has been categorized into the levels described in the Federal Register Notice

(45 FR 66754) dated October 7, 1980. This notice is sent to you pursuant to the

l

provisions of Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10,

.

Code of Federal Regulations. Although Section 2.201 requires you to submit to

l

this office, within 25 days of your receipt of this notice, a written statement

of explanation, we note that this item of noncompliance was corrected prior to

the completion of our inspection, and therefore, no response with respect to

this matter is required.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy

of this letter and the enclosures will be placed in the NRC's Public Documm

Room.

If this report contains any inf:-rmation that you (or your contractors)

believe to be exempt from disclosure under 10 CFR 9.5(a)(4), it is necessary

that you (a) notify this office by telephone within ten (10) days fHun the date

of this letter of your intention to file a mquest for withholding; and (b)

subnit within 25 days from the date of this letter a written application to this

office to withhold such infemation. Consistent with section 2.790(b)(1), any

such application must be accompanied by an affidavit executed by the owner of

the infomation which identifies the dociment or part sought to be withheld, and

which contains a f911 statement of the masons on the basis which it is claimed

that the infomation should be withheld from public disclosure. This section

further requims the statement to address with specificity the considerations

listed in 10 CFR 2.790(b)(4). The infomation sought to be withheld shall be

incorporated as far as ponible into a separate part of the afffdavit.

If we do

not hear fmm you in this regard within the specified periods noted above, the

mport will be placed in the Public Decment Foos). The telephone notification

of your intent to request witanolding, or any request for an extension of the 10

day period which you believe necessary, should be pode to the Supervisor, Files,

Mail and Records, USMRC Region I, at (215) 337-5223.

No reply to this letter is requimd; however, if you should have any questions
