As a result of the inspection conducted on May 17 through July 11, 1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7,1980), the following violation was identified:
10 CFR 20.106 establishes that the limits for radioactivity in effluents to unrestricted areas is stated in Appendix 0. Table II. The limits for the concentrations of soluole Iodine-131 in water is 3E-7 micmcuries per ml. and of soluble Iodine-133 in water is 1E-6 microcuries per ml.
Contrary to the above, on June 21, 1981, approximately fifty (50) gallons of water with conce strations of Iodine-131 and -133 of 5.4E-7 and 4.2E-6 microcuries per ml.. respectively, were released throe # an unmonitored stom drain into Long Island Sound.
This is a Severity Level IV Violation (Supplement IV).
Pursuant to the provisions of 10 CFR 2.201, Northeast Nuclear Energy Company would be required to submit to this office within twenty-five days of the date of this Notice, a written statement or explanation in reply, including:
(1) admission or denial of the alleged violations; (2) the reasons for the i
item (s) of noncompliance if admitted;
- 3) the corrective steps which have been taken and the results achieved;
( ) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved. However, your corrective action was taken during this inspection period and has been described and verified in the attached inspection report. Additional corrective actions to prevent reoccurrence which you committed to implement are described in the attached Inspection Report and were documented in your letter to the NRC dated July 2,1981.
