Subject: NRC Inspection of the Trojan Nuclear Plant
This refers to the inspection conducted by Messrs. M. H. Malmros and G.
W. Johnston of this office on June 1-30, 1981, of activities authorized
by NRC License No. NSF-1, and to the discussion of our findings held by
Messrs. Malmros and Johnston with Mr. Yundt and other members of your
staff periodically during the inspection.
Areas examined during this inspection are described in the enclosed
inspection report. Within these areas, the inspection consisted of
selective examinations of procedures and representative records, inter-
views with personnel, and observations by the inspectors.
Based on the results of this inspection, it appears that certain of your
activities were not conducted in full compliance with NRC requirements,
as set forth in the Notice of Violation, enclosed herewith as Appendix A.
In accordance with 10 CFR 2.790 of the Comission's regulations, a copy
of this letter and the enclosed inspection report will be placed in the
NRC's Public Document Room.
If this report contains any infomation that
,
you believe to be exempt from disclosure under 10 CFR 9.5(a)(4), it is
necessary that you (a) notify this office by telephone within ten (10)
.
days from the date of this letter of your intention to file a request for
withholding; and (b) submit within 25 days from the date of this letter a

written application to this office to withhold such information.
If
receipt of this letter has been delayed such that less than seven (7)your

days
are available for your revim, please notify this office promptly)so that a
new due date may be establic.ed. Consistentwithsection2.790(b(1),any
such application must be accompanied by an affidavit executed by the owner
of the information which identifies the document or part sought to be
withheld, and which contains a full statement of the reasons on the basis

which it is claimed that the information should be withheld from public
