Narrative

Report for LER 50-366/1981-055 With the reactor in steady state operation at 2253 MWt, the drywell hy-drogen recombiner, 2T49-C001B, failed to reach 6000 F within the 60 minutes required by Tech Specs 3.6.6.2.

The plant was placed in a 30 day LCO. There was no effect upon the health and safety of the public.

The power breaker to the heating coils was found in the off position.

There was no apparent reason for the breaker to be in the off position.

The breaker was reset and the system returned to service.

The generic review revealed no inherent problems with this event. This is a repetitive event as last reported on Reportable Occurrence Report No. 50-366/1980-073.

This report is being submitted at a time beyond 30 days of the discovery date due to personnel error.

The monitoring system has been reviewed and the appropriate personnel counseled to prevent future occurrences of this type.
