LER ATTACHMENT - RO #2-81-51 Facility: BSEP Unit No. 2 Event Date: 6-8-81 This event occurred because a moisture buildup in the valve plunger of the diesel Run Control Solenoid Valve (RSV) prevented the valve from opening. As a result this prevented admission of control air to diesel right and left run/stop cylinders causing the diesel fuel racks to remain locked in the OFF position when the diesel was started. The RSV was cleaned, inspected and reinstalled functioning properly. The diesel was then started, satisfactorily tested and returned to service.

An inspection of the system moisture trap and the filter-dryer revealed no problems with these components. These components were also observed during operation with no problems noted.
