UPDATE-EXPANSION OF PREVIOUSLY AUTHORIZED

SUBJECT:

By letter dated July 8,1981, Houston Lighting and Power Company (HL&P) has requested expansion of limited placement of complex concrete.

The request is specific to performing three complex concrete dome placements delineated in an attachment to their April 2,1981 letter but were not allowed in our April 16, 1981 IAL to HL&P because the licensee had not adequately defined his method of verifying tendon sher ~ Sing 1ocation.

Subsequently, in a meeting of June 29, 1981, and a letter dated July 8, 1981, the licensee provided his program for verifying the location of tendon sheathing within the specified radial tolerance in the dome concrete.

Based on evaluation by RIV of the licensee's program, Placements CSI-R1, R2 and R3 of the No. 1 Reactor Containment Building Dome are being allowed.

No press release was made by NRC or the licensee.

Site construction progress is currently reported as 60% for Unit 1, and 23% for

'8 Unit 2.
