I APPENDIX A NOTICE OF VIOLATION General Electric Company Docket No. 50-70 Vallecitos Nuclear Center License No TR-1 P. O. Box 460 Pleasanton, California 94566 As a result cf the inspection conducted on May 13-15, 18, 20 and June 4, 1931 and i accordance with the Interim Enforcement Policy 45 FR 66754 (October 7,1980) the following violations, associated with the cleaning of GETR Tank 101 on March 7,193 were identified:
1) 10 CFR 20.103(b)(1) requires that licensees "shall, as a precautionary iv procedure, use process or other engineering controls, to the extent practicable, to linit concentrations of radioactive materials in air to levels below those which delimit an airborne radioactivity area as defined in 20.203(d)(1)(ii)."
Contrary to this requirement no evaluation of possible process or engineerinc t.
controls was conducted prior to cleaning GETR tank 101 on March 7,1981.
This is a Severity Level IV Violation, Supplement IV.
2) 10 CFR 20.103(a)(3) requires that, "For the purposes of determining compliance with the requirements of this section the licensee shall i
use suitable measurements of concentrations of radioactive materials in air for detecting and evaluating airborne radioactivity in restricted

areas...."
Contrary to the above requirement no measurements of airborne radioactive
,v<i msterials were performed prior to or during GETR Tank 101 cleaning activities on March 7,1981.
This is a Severity Level IV Violation, Supplement IV.

Contrary to the abovo requirenent two of the individuals who entered GETR Tank 101 during cleaning activities on March 7,1981 wore airline supplied respirator facepieces for which they had not been fitted.
This is a Severity Level IV Violation Supplement 1.
Pursuant to the provisions of 10 CFR 2.201, General Electric Conpany, Vallecitos fluelear Center, Pleasanton, is hereby required to submit to this office within thirty days of the date of this Notice, a written statement or explanation in reply, includirig:
(1) the corrective steps which have been taken and the results achieved: (2) corrective steps which will be taken to avoid is further items of noncospliance; and (3) the date when full compliance will be achieved.
Consideration may be given to extending your response for good cause shown.
