LICENSE CONDITIONS FOR VALLECITOS NUCLEAR CENTER Set forth herein are the technical and administrative requirements proposed for governing the receipt, possession and use of the special nuclear material and associated byproduct material, subject to licensing and regulation by the Atomic Energy Commission, in activities other than reactors at General Electric's Vallecitos Nuclear Center near Pleasanton, California.

1.0 AUTHORIZEDACTIVITIES

- The following types of activities are authorized:

1.1 Product Processing Operations (a)

Development Shop:

Fabrication, as'sembly, modification, cleaning and repair of unirradiated encapsulated *(including encapsulation) experimental assemblies, assembly, modification, cleaning, and repair (but not fabrication) of fuel elements for use in site reactors.*

  • {d) Separations Activities:

Facilities in which activities are con-ducted pursuant to a license issued under Parts 30 and 70 of Title 10, Code of Federal Regulations, or equivalent regulations of an Agreement State, for the receint, possession, use, and transfer of irradiated s' ;cial nuclear material, which authorizes the use of the irradiated material on a batch basis for the separation of

selected fission products and limits the process batch to not more than that authorized by 10CFR50.2(a)(3)ifi.*

Design, fabrication and testing of equipment containing specia'l nuclear materials and maintenance of such equipment.

2.0 POSSESSION LIMITS The following quantities of special nuclear materials are authorized-

  • (a)

Vallecitos Nuclear Center:

l (i)

U-235.

50 kg enriched to less than 10 per cent for authorized activities.

The mterial may be in the form of irradiated special nuclear material with its attendat.t; by-product and reactor produced transuranics.

(ii)

U-235.. 4 kg enriched to more 'than 10 per cent for authorized activities.

The material may be in the form of irradiated special nuclear material with its attendant-by-product and reactor produced transuranics.

(iii) Plutonium.

500 grams in any form ir, addition to the irradiated quantities as referred to in subsections 2.0(a)(1)and2.0(a)(ii).

(iv). U-233. 200 grams in any form.*

(b)

Locations Othe'r Than Vallecitos Nuclear Center:

Up to 15 grams.of'U-235 and plutonium and up to 170 grams of plutonium as encapsulated plutonium-beryllium sources may be used at other sites within the limitsof the United States'except' where the material is subject to licensing by an Agreement State as defined in 10CFR150.
