The Nuclear Regulatory Commission.(the Commission) has found,that:

The filing (which is being handled by the Comission as an application)

A.

by the Philadelphia Electric Company, et al. (the licensee) dated March 16,1981, complies with th.

tandards and requirements of the Atomic Energy Act of 1954, as amended (the 'Act), and the Commission's rules and regulations set forth in 10 CFR Chapter I; B.

The facility will operate in conformity with the application,

'the provisions of the Act,,and the rules and regulations of the Commission; C.

There is reasonable assurance (f) that the activities authorized

.by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities *-ill be ennducted in compliance with the Commission's regulation ;

D.

The issuance of this amerdment will not be inimical to the' common defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with 10 CFR Part =

51 of the Commission's regulation:

Accordingly, Facility Operating License No. DPR-44 is hereby amended by adding a new Paragraph 2.C.(4)(c) to read as follows:

2.C.(4)(c)

" Peach Bottom Atomic Power Station Guard Training and Qualification Plan" dated March 1981.

This Plan shall be followed in accordance with 10 CFR 73.55(b)(4), 60 days after approval by the Commission.

All ' security personnel, as required in the above plans, shall be quali-

.fied within two years of this approval. The licensee may make changes to this plan without prior Commission approval if the changes do not decrease the safeguards effectivenees of the plan.

The licensee shall naintain records of and submit ports concerning such changes in the same manner as required for changes made to the Security Plan and Safe-guards Contingency Plan pursuant to 10 CFR 50.54(p).

3.

This license amendnent is effective as of the date of its !ssuance.

The Nucleir Regulatory Commission (the Commission) has found that:

The filing (which is being handled by the Comission as an application) by the Philadelphia Electric Company, et al. (the licensee) dated March 16, 1981, complies with the standards and requirements of the

Atomic Energy Act of 1954, as ame.1ded (the ~Act), and the Comission's rules and regulations set forth in 10 CFR Chapter I; B.

The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Commission; C.

There is reasonable assurance (1) that the activitit-: authorized

.by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulations; D.

The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirement's have been satisfied.

Accordingly, Facility Operating License No. LPR-56 is hereby amended by adding a new Paragraph 2.C.(3)(c) to read as follows:

" Peach Bottom Atomic Power Station Guard Training and Qualification Plan" dated March 1981.

This Plan shall be followed in accordance with 10 CFR 73.55(b)(4), 60 days after approval by the Commission.

All security personnel, as required in the above plans, shall be quali-

-fied within two years of this approval. The licensee nay make changes to this plan without prior Commission approval if tl.3 changes do not decrease the safeguards effectiveness of the plan. The licensee shall maintain records of and submit reports concerning such changes in the sane manner as required for changes made to the Security Plan and Safe-guards Contingency Plan pursuant to 10 CT R 50.54('p).

3.. This license amendment is effective as cf the date of its issuance.
