UNITED STATES NUCLEAR REGULATORY COM11SSION DOCKETS NOS. 50-277 AND 50-278 PHILADELPHIA ELECTRIC COMPANY, ET AL NOTICE OF ISSUANCE OF Af1ENDMENTS TO FACILITY 0_PERATING LICENSES The U, S. Nuclear Regulatory Commission (the Comission) has issued Amend-ments Nos. 80 and 78 to Facility Operating Licenses Nos. DPR-44 and DPR-55, issued to Philadelphia Electric Company, Public Service Electric and Gas Company, Delmarva Power and LiDht Company, and Atlantic City Electric Company,
. which revised the licenses for operation of the Peach Bottom Atomic Power Station,_ Units Nos. 2 and 3 located in York County, Penns_ylvania. The amend-ments are effective as of the date of issuance and are to be fully imple-mented within 60 days of Commission approval in accordance with the pro-visions of 10 CFR 73.55(b)(4).
The amndments add license conditions to include the Commis'sion-approved Guard Training and Qualification Plan as part of the licenses.
F The licensee's filing, which has been handled by the Comission as an application, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations.
The Commission has made appropriate findings as required by the Act and the
. Commission's rules and regulations in 10 CFR Chapter { which are set forth

Prior public notice of these amendnents was not i
required since the amendments do not involve a significant hazards consi-deration.

not result in any significant environmental impact and that lursuant to 10 CFR 551.5(d)(4) an environmental impact statement or negative declaraticn and environ-mental impact appraisal need not be prepared in connection with issuance of these amendments.
The licensee's filing dated March 16, 1981, is being withheld from public disclosure pursuant to 10 CFR 2.790(d). The withheld infomation is subject to disclosure in accordance with the provisions of 10 CFR 59.12.
For further details with respect to this action, see (1) Amendment No. 80 to License No. DPR-44, and Amendment No. 78 to License No. DPR-56, and (2) the Comission's related letter to the licensee dated July 20, 1981.
