Dear Mr. Groce:

The Commission has issued the enclosed Amendment flo. 5 8 to /acility Operating License flo. DPR-36. The amendment consists of changes to the Technical Specifications (TS) in response to your applications dated Febraury 13, 1981, flarch 25,1981, June 20,1981 and April 28, 1981 (Cycle 6 reload) as supplemented by letters dated fiay 15, 1981 and June 19,1981.

The amendnent:

1) Revises the Technical Specifications to support the operation of the Maine Yankee Atomic power Station at full rated power during Cycle 6.
2) Revises additional Appendix A Technical Specifications by:

a.

incorporating changes required by our letter dated April 20, 1981 regarding redundant barrier isolation of the prinary coolant systen froe the low pressure safety injection systen, b.

incorporating changes to the reactor vessel fluence figures, and c.

incorporating changes in rethod of disabling the safety injection tank isolation valves and corresponding loop isolation valves in the open position.

Sore portions of your proposed Technical Specifications have been nodified to nect our requirenents. These nodifications have been discussed with and agreed to by your staff.

The continued acceptable performance of control element assemblies (CEA) and CEA guide tube sleeves will need to be evaluated by an inspection at the end of Cycle 6 and each subsequent cycle until a pernanent repair is identified. The inspection progran should include a reasonable proportion of Exxon fuel to establish CEA and CEA guide tube perfornance for this fuel.

.- Your letter of May 15, 1981 provided a steam line break scoping analysis to justify startup and continaed operation to an irradiation of 4000 MWD /liTU in Cycle 6.

Approval for the continuation of operations in Cycle 6 beyond 4000 MWD /MTU will require that the revised steam line break analysis be appropriately submitted. This analysis will consider your installation of a steam driven main feedwater pump.

Our confirmatory order dated April 20, 1981 confirmed your comnitments to implement certain actions prior to returning to power after the Cycle 6 refueling. With the approval of Technical Specifications 3.19.b.3, 4.6. A.1.b and 4.6.A.2.f contained in the enclosed Safety Evaluation, as well as your installation of an additional check valve in each safety injection line, we find that your commitments have been satisfactorily completed; therefore, we consider this matter closed.

Copies of the Safety Evaluation and the Notice of Issuance are also enclosed.
